Contribution of the 30 years of twinning cooperation to the mutual development of the citizens of the two settlements in the European Union The case of Diósd and Alsbach-Hähnlein Summarized by Partner City Diósd – September 2019
The establishment of the partnership with our German sister city, Alsbach-Hähnlein, happened in 1989, at the time of the political change, i.e. in one of the most important periods of the Hungarian history.
During the transition from socialism, it was especially important to Diósd all the financial support our city received at that time.
At the beginning of our partnership, our German twinning partner provided different help to the City Diósd, which was a settlement of a few thousand people at that time. Alsbach-Hähnlein financially supported the kindergarten, the school and gave a Volkswagen minivan as a gift.
We also received a "Friendship Bench" which was placed in Diósd's main square and today it has become one of most favourite meeting places. After reading the caption on the bench, many new movers, or a visitors ask about the history of the relationship between the two settlements.
When giving our answers, the common experiences come to life again and again, which help to integrate the German twin city relation into our told history.
The reports certified by personal memories make our common history living for the future generations.
In the 1990s and after the millennium the need for research into the history of the Diósd Swabians revived and strengthened.
The German nationalities of Diósd - alive with the opportunities given by the German partner settlement relationships - confirmed their identity.
We received books in German language from our twin city, and after reading them and also via conversations the everyday use of German got new strength.
We succeeded in arousing and reinforcing interest in Diósd towards the German culture and history and, vice versa, in Alsbach-Hähnlein to the Hungarian history and culture.
The partnership between the settlements encouraged the maintenance of the Swabian tradition.
In the first decades after the turn of the millennium, several important events took place:
The German Minority Self-Government was established in 2006,
then the German Tradition Association in 2008.
The German minority school education started in 2015.
To date, hundreds of Germans and Hungarians have participated in joint programs. Personal friendships were formed, families visit each other beyond the official outside events. Grandparents, parents and grandchildren organize joint programs. The development of family relationships also inspired the beginning of the
family tree research, with special emphasis on the history of local Swabian families. For today Diósd boasts a unique collection on the website www.diosdfa.hu .
We must emphasize the importance of travel opportunities.
Over the past 30 years nearly 500-500 people visited each other from the German and Hungarian partner settlements, including those who would not have been able to travel abroad due to their age, state of health or just because of their limited financial resources.
The partners got to know each other's culture (dance, music, literature), school education and gastronomy during presentations.
The dense web of relationships between NGOs today provides a strong background the present and future of partnerships.
For example, the members of the Diósd Gellért Choir participated in 15-20 visits, followed by joint performances of dancers and bands.
Football tournaments were held (1-1 times) with teams from both cities.
Last time, the German and Hungarian runners have already made contact.
The cooperation of local governments has also been completed over the three decades. Official delegations exchanged views on different topics, such as urban development issues, opportunities to eliminate and reduce the adverse effects of climate change, municipal measures to alleviate the damage of civilization in the 21st century.
The partner cities took part in several EU cooperation tenders together.
At local feast and events, delegation from the partner town took part as well.
Better understanding of the EU perspective
Following Hungary's accession to the EU (2004), the partners became acquainted with
the current issues of the other country's development in the EU, they were introduced to each other's countries political views and got insights into the practice of EU elections.
At the Diósd conference in September 2019, celebrating the 30th anniversary of partnerships, partners announced that they agree in the following:
- the twin-town relationships have greatly contributed to the convergence of the two cities,
- to strengthening mutual trust between populations,
- the partnership helped to raise EU-awareness and understanding the EU perspective.

A partnertelepülési kapcsolatok megalapítása német testvérvárosunkkal, Alsbach-Hähnleinnel, a magyar történelem egyik legfontosabb időszakában, 1989-ben, a rendszerváltozás idején történt.
A szocializmusból való átmenet idején különösen fontos volt Diósd számára mindaz az anyagi támogatás, amit akkor kapott városunk.
A partnertelepülési kapcsolataink kezdetén német testvérvárosunk többféle segítséget nyújtott, az akkor még csak néhány ezer fős Diósdnak.
Alsbach-Hähnlein anyagilag támogatta az óvodát, iskolát, és egy Volkswagen kisbuszt is adott ajándékba.
Kaptunk „Barátság Pad”-ot is, amely Diósd főterén található és mára az egyik kedvenc találkozóhely lett. A feliratot elolvasva sok frissen beköltöző, vagy idelátogató kérdez rá a két település kapcsolatának okára, történetére.
A válaszok megfogalmazása során újra és újra megelevenednek a közös élmények, melyek segítik a német testvérvárosi kapcsolatok beépülését városunk „mesélt történelmébe” is. A személyes emlékekkel hitelesített beszámolók a jövő nemzedékek számára is átélhetővé teszik a közös történelmet.
Az 1990-es és az ezredforduló utáni években feléledt és megerősödött a diósdi svábok történelme iránti kutatási igény.
A német nemzetiségiek - élve a német partnertelepülési kapcsolatok adta lehetőségekkel - megerősíthették önazonosságukat.
Testvérvárosunktól német nyelvű könyvek érkeztek, ezek elolvasása után a beszélgetések révén új erőre kapott a német nyelv mindennapi használata.
Sikerült felkelteni és megerősíteni az érdeklődést Diósdon a német kultúra és történelem illetve Alsbach-Hähnleinben a magyar történelem és kultúra iránt.
A partnertelepülési kapcsolat sarkallta a sváb hagyományok ápolását.
Az ezredforduló utáni első évtizedekben több jelentős esemény is történt.
2006-ban megalakult a Német Nemzetiségi Önkormányzat,
majd 2008-ban a Német Hagyományőrző Egyesület.
2015-ben elindult a német nemzetiségi iskolai oktatás.
Mostanáig a közös programokon több száz német és magyar vett részt.
Személyes barátságok szövődtek, családok látogatják egymást a hivatalos eseményeken kívül is. Nagyszülők, szülők és unokák szerveznek közös programokat.
A családok közötti kapcsolatok fejlődése is inspirálta a meginduló családfakutatást, különös tekintettel a helyi sváb családok történetére. Mára egyedülálló gyűjteménnyel büszkélkedhet városunk www.diosdfa.hu .
Ki kell emelnünk az utazási lehetőségek jelentőségét.
A német és magyar partnertelepülésekről a 30 év alatt közel 500-500 fő látogatott el egymáshoz, köztük olyanok is, akik magánemberként nem tudtak volna külföldre utazni koruk, egészségi állapotuk vagy épp pénzügyi lehetőségeik szűkössége miatt.
A partnerek megismerték egymás kultúráját (táncművészetét, zenei, irodalmi alkotásait), iskolai oktatását valamint betekinthettek egymás konyhaművészetébe a gasztronómia bemutatók során.
A civil szervezetek közötti kapcsolatok mára kialakult sűrű szövedéke erős hátteret biztosít a partnerkapcsolatok jelenének és jövőjének.
A Diósdi Gellért Kórus tagjai például15-20 látogatáson vettek részt és egymást követték a táncosok, zenekarok közös fellépései.
Labdarúgó tornákat rendeztünk (1-1 alkalommal) mindkét város csapataival.
Az idén már a német és magyar futók is felvették a kapcsolatot.
Az önkormányzatok együttműködése is kiteljesedett a három évtized alatt.
Hivatalos delegációk cseréltek eszmét a településfejlesztés kérdéseiről,
a klímaváltozás káros hatásainak kiküszöbölési, csökkentési lehetőségeiről,
a XXI. századi civilizációs ártalmak enyhítésére alkalmazható önkormányzati intézkedésekről,
és több uniós együttműködési pályázaton is együtt vettünk részt.
Közös ünnepeken, helyi rendezvényeken 1-1 delegáció képviselte városainkat.
Az EU perspektívájának jobb megértése
Magyarország EU-s csatlakozását (2004) követően a partnerek megismerték
a másik ország uniós fejlődésének aktuális kérdéseit, megismerték egymás országainak politikai elképzeléseit és betekintettek az uniós választások gyakorlatába.
A Diósdon 2009 szeptemberében megtartott konferencián, ill. a partnerkapcsolatok fennállásának 30. évfordulója alkalmából megtartott ünnepségen is kinyilvánították, hogy a partnerek, hogy egyetértenek az alábbiakban:
- a testvérvárosi kapcsolatok nagyban hozzájárultak a két város közeledéséhez,
- a lakosságok egymás iránti kölcsönös bizalmának az erősödéséhez,
- a partnerség segítette az uniós tudat erősödését, az EU perspektívájának megértését.

Participation: The project involved 175 citizens, notably 42 participants from the city of Alsbach-Haehnlein
(Germany), 5 participants from the city of Marosvécs/Brincovenesti (Romania), 12 participants from the city of Cieszanow (Poland), 40 participants from the city of Lubaczow (Poland), 6 participants from the city of Érsekkéty/Ket (Slovakia), and 70 participants from the city of Diósd (Hungary).

The day of 11/09/2019 was dedicated to
Arrival of guests from the 5 partner settlements, accommodation, common dinner program, meeting, exchange of information, providing information about the meeting program
The day of 12/09/2019 was dedicated to
Program at Diósd Primary School, attended by students of German language classes: quiz on EU issues and the future of young people in the EU: the essence of Europeanism, the EU perspective, the challenge of Euroscepticism. The workshop was led by a trained teacher. The Hungarian student group at the Diósd school contacted students from Alsbach-Haehnlein City School, who were already prepared for the subject. The students revived the events, the common activities, the experiences of the 30-year relationship, embedding the topics in European issues. They also viewed the photo compilation that reminded them of their shared experiences. - The September 12th program was prepared by previous meetings of the students of the two cities, in the form of mutual group visits twice in the German and twice in the Hungarian partner towns, which were organized already for preparing the 30th anniversary.
During the day, family and NGO meetings and joint programs were held with the active participation of participants from the participating municipalities.
The day of 13/09/2019 was dedicated to
A conference on "Contribution of town twinning to a better understanding of the EU perspective" took place in the Géza Kék Community House of the City of Diósd, in the light of developments over the last three decades and current EU topics following the 2019 elections. Current and former heads of delegations from the six municipalities expressed their views at the meeting. The conference was interpreted in Hungarian, Polish and German. Comments were made by representatives of the participating cities: Alsbach-Haehnlein: Reinhard Meyer, Chairman of the Parliament, Hans Hermann, former Chairman of the Parliament, Sebastian Bubenzer Mayor, George Rausch former Mayor; Lubaczów: Wiesław Kapel Mayor; Cieszanów: Andrzej Szymanowski City Clerk; Marosvécs/Brincovenesti: Edit Portik, Official; Diósd: László Bogó Mayor, Anna Szücs Deputy Mayor, Géza Spéth Chairman of the Partnership and External Relations Coordination Committee, former Mayor, Lászlóné Paszternák, President of the German Minority Council.
During the day, groups of participants of the meeting visited the sights of Diósd and its surroundings as well as spectacular products of the settlement developments of recent years.
The day of 14/09/2019 was dedicated to
Celebration program on the 30th anniversary of the twin-city relationship between Diósd and Alsbach-Haehnlein (in the lobby of the Kocsis Street Kindergarten in Diósd). The Gellért Choir of Diósd sang the European Union anthem, Joy of Mood. Mayor László Bogó of Diósd and Imre Ritter, German nationality representative, greeted the audience. The memorable moments of their common past were recalled by István Nagy, former President of the Diósd Council, who signed the document establishing the German - Hungarian partnership 30 years ago, and by the former mayors Ferenc Hermann and Géza Spéth. In the name of the German twin-city Alsbach-Haehnlein, greetings were said by Reinhard Wennrich, the signatory of the agreement, the then mayor, then Reinhard Meyer, chairman of the Parliament, and Sebastian Bubenzer, the current mayor. Georg Rausch, who retired this year after being mayor for 10 years, was awarded the 'Honorary Citizen of Diosd' award by the
Municipality of Diósd in recognition of his dedication to the partnership. The former mayor of Alsbach-Haehnlein expressed his thoughts after receiving the award.
Mayor László Bogó, Deputy Mayor Anna Szücs and Géza Spéth, Chairman of the Partnership and External Relations Coordination Committee, awarded the certificate of recognition for the work made during the past 30 years to 21 persons of Alsbach-Haehnlein and Diósd.
The festival was closed by the cultural program of the youth of Lubaczow (music and folk dance productions).
During the day, the participants of the meeting visited the diverse programs of the Diósd City Festival (‘Bucsu’) held on 14-15 September in the city squares.

The participants of the meeting could optionally participate in the programs of the Diósd Búcsú (Festival), and the foreign delegations went home by bus to their remote places of residence.
